About DSP

DSP facilitates institutional approval for all extramural proposal submissions, accepts and administers grant awards, and negotiates contracts and other research-related agreements on behalf of the University of Florida. DSP’s main office is located in Grinter Hall. In addition to our Main Office, DSP has three other locations offering specific services to HSC-GNV, HSC-JAX, and the College of Engineering.

Proposal Processing & PreAward Services

  • Review, approve and submit all proposal to external sponsors, including federal grants.gov submissions and non-federal proposal central submissions;
  • Review, comment, correct and submit all research related documents to external sponsors;
  • Negotiate research agreements, contracts, non-disclosure agreements, clinical trial agreements, and any other document that is related to research with external sponsors and subrecipient organizations, including agreements where no money is changing hands;
  • Is the University of Florida’s designated office responsible for the acceptance of all grants, contracts, or other awards;
  • Provides University of Florida Authorized Official signature on documents related to research and training activities;
  • Is a campus resource for guidance and answers to questions relating to your proposal, budgeting, contract negotiations and more;

  • Prepares and distributes the Notification of Acceptance (NOA); the NOA is the official UF award document that sets post-award activity into motion;
  • Review and approves award modifications;
  • Prepare and issues subawards and subcontracts to outside parties (subrecipients);
  • Approve internally or submits to sponsors, requests for pre-award costs, temporary projects, no cost extensions, carryover of unobligated balances, change in scope of work, change of PI and key personnel, CAS exemptions, rebudgeting, relinquishments;
  • Is the University of Florida’s designated office responsible for the acceptance of all grants, contracts, or other awards;
  • Provides University of Florida Authorized Official signature on documents related to research and training activities;
  • Is a campus resource for guidance and answers to questions relating to your proposal, budgeting, contract negotiations and more.
  • Accounting services are provided by The Office of Contracts and Grants.

DSP appointed Anthe Hoffman, Assistant Director of Research for the College of Medicine. Ms. Hoffman is located in the office of Research Administration and Compliance (RAC) and is responsible for carrying out DSP functions as they relate to clinical trials agreements.

DSP appointed Tina Bottini, Assistant Director of Research for the Health Science Center Jacksonville campus. Ms. Bottini is located in the Office of Research Affairs and is responsible for carrying out all DSP Proposal Processing and PreAward functions for Health Science Center Jacksonville faculty and staff.

DSP appointed Roslyn Heath, Associate Director of Research for the College of Engineering. Ms. Heath is located in the Office of Engineering Research and is responsible for carrying out all of DSP’s Proposal Processing, PreAward, and Award Administration functions for the College of Engineering faculty and staff.
