Tool Test
TOOL TEST PAGE – not for use by researchers
Exempt tool (TEST version 2.3 testing adding intervention question when survey)
Nonhuman tool test (Version 2.0 – changes for Survey, IDR, CTSI Biorepository)
Non-medical Quality Improvement Tool (unchanged)
Does this project involve medical/clinical outcomes, patient satisfaction, medical error rates, clinical productivity, or other metrics related to health care or conducted at a UF Health Facility?
(Required)
Yes
No
This Quality Submission Tool does NOT cover health care related quality improvement projects. Please submit health care related quality improvement projects conducted at a UF Health Facility to:
https://qipr.ese.ufhealth.org/approver/
Is this project, in its entirety, (1) intended to evaluate and improve a process that is currently an acceptable procedure at UF (eg. the current way to teach a class, a professional or personal development program for UF or UF-affiliated staff, etc), or (2) is being introduced as a new standard procedure at UF and has already been proven in the literature to be effective?
(Required)
Yes
No
What you may be doing could be creating new knowledge in the relevant field, and thus might be considered research and require IRB approval. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Will the data you collect from this project be used to revise this project while it is ongoing, in order to attain the quality goal you have set for this project?
(Required)
Yes
No
If you are
not
using gained information to revise your project, and are using a fixed protocol, this might be a research effort and not a quality only effort, and thus require IRB approval. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Has the project received external review or external funding (e.g. federal, industry, foundation, etc) to be conducted as a human subjects research study?
(Required)
Yes
No
Externally funded projects are typically
human subjects research
and must be submitted to a UF IRB for review and approval via the myIRB system. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Is this a multi-site project (e.g. there is a coordinating or lead center, more than one site participating, and or a study-wide protocol)?
(Required)
Yes
No
Conducting a process across multiple sites suggests the project's results could be generalizable and therefore possibly research. This tool cannot sufficiently assess these projects to make a QI Determination. Please contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Publishing Quality Improvement Projects
: planning to publish an account of a quality improvement project does not necessarily mean that the project meets the definition of research. People seek to publish descriptions of nonresearch for a variety of reasons if they believe others may be interested in learning about those activities. In these cases, the goal is
not
to present/publish the project's findings as a
primary research project
. The next question is verifying if you intend to publish nonresearch findings, or if you intend to publish research findings.
Do you intend to publish this as a primary research project?
(Required)
Yes
No
A Quality Only project is not a research project. If you consider this a research project, please submit it to the IRB for approval. A journal will typically ask for proof of IRB approval prior to publication. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Is this a systematic investigation designed with the intent to contribute to generalizable knowledge (e.g. testing a hypothesis; randomization of subjects; comparison of case vs control; observational research; comparative effectiveness research; or comparable criteria in alternative research)?
(Required)
Yes
No
This process is NOT intended for projects with the primary intent to contribute to
generalizable knowledge
(applied or extended to others). Instead, this process is intended for projects that (a) the primary intent is not generalizability (e.g. it is intended to evaluate a program or improve a practice), or (b) is designed in a way that due to limitations of design that the findings inherently cannot be generalizable. Similarly, projects are considered research if they utilize standardized systematic research methodologies with strong external validity in order to obtain reproducible results. Answering Yes to this question indicates this project is likely research and IRB review is required. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
https://irb.ufl.edu/contact-us.html
.
Will the project occur regardless of whether individuals conducting it may benefit professionally from it?
(Required)
Yes
No
This process is NOT intended for projects that are primarily intended to advance one's own scientific career or advance their program of research. Instead, this process is intended for projects that are a routine part of an individual's job that would be performed regardless of recognition or contracted/mandated to conduct a program evaluation regardless of professional benefit or recognition. Answering No indicates this project is likely research and IRB review is required. Please submit your project to a UF IRB for review and approval via the
myIRB system
. For information on how to register or use myIRB, please visit
https://irb.ufl.edu/myirb.html
or contact the IRB at (352) 273-9600 or
